Which country is considered the most financially literate in the world?

In the Overall Composite Score (Financial Knowledge + Behaviour + Attitude), Germany ranks highest

According to the Organisation for Economic Co‑operation and Development/International Network on Financial Education (OECD/INFE) 2023 survey, there is no single country publicly identified as the “most financially literate in the world” based on the overall composite.

But I think Germany has scored the highest.

The ranking in the OECD/INFE study is based on a composite “financial literacy” score, which draws on three main components:

  1. Financial knowledge (understanding concepts such as inflation, interest, risk),
  2. Financial behaviour (how people manage money, make decisions, compare products), and
  3. Financial attitudes (long-term mindset, risk tolerance, confidence).

Each adult’s responses are scored and aggregated so a higher combined score (on a 0–100 scale) means stronger financial literacy.

A country scores well when its adult population is reasonably knowledgeable about basic financial concepts and shows good money-management behaviours, and holds positive attitudes toward financial planning.

The survey therefore doesn’t just look at “knowing the right answer” but also “doing the right thing” and “thinking the right way” with money.
